Many Governments in developing countries have adopted a results-based management culture in recent years, thanks to the international good practices that contribute to delivering results-based outcomes. This methodology, together with a changing mind-set and culture towards achievement of results is often positioned as an important management reform, essential for progress in development efforts. As it helps to connect policy, resources, programme designs with service delivery and their effect on communities, this capacity development training workshop will be particularly beneficial to mid-level programme managers from governments, civil society organisations and donor community. Academic professionals involved in management capacity development will also find this workshop very useful.

Course Description

This 5-day course aims to enhance managerial skills of participants who contribute to the planning, monitoring and evaluation of programme (and projects). It focuses particularly on results-based planning approach that emphasizes on determining what results need to be achieved by when and what needs to be done now in order to reach there. The course also pays special attention on the monitoring progress during the implementation phase and initiating corrective actions. Course contents will include the use of the Logical Framework Approach (LFA) for results-based management of development programmes/ projects. Examples will be taken from existing Country Programmes/Projects of participants.

The course will also tackle issues in leadership and supervisory systems, human resource management and conflict resolution.

Course Objectives

At the end of the course, participants will be able to:

  • Apply acquired skills and knowledge on results-based programme/project planning and management to their programmes/projects confidently;
  • Share learned country experiences from other participants to their colleagues in order to strengthen their own programmes/projects;
  • Identify major management functions including planning and supervision, leadership, teamwork and effective field-based monitoring of progress;
  • Understand the steps and processes of Project Cycle Management (PCM) and how to apply them;
  • Understand the role and use of the Logical Framework Approach (LFA) for results-based planning, implementation and management and will be able to develop a systematic implementation plan with the LFA, including results-oriented budget;
  • Understand various stages of human resource development (HRD) including recruitment, retention and capacity development as well as managing conflicts

  • Introduction to Project and Programme Management (PPM)
  • Introduction to Project Cycle Management (PCM) and its Guidelines
  • Introduction to the Logical Framework Approach (LFA) and its application in results-based management (RBM)
  • Development of a Project Implementation Plan (PIP), including outputs, activities, budget and responsibility centres.

Requirements

  • Participants will be required to work in small groups on their selected project initiatives that cover all stages of project life cycle starting from problem analysis, needs identification, planning, results-based budgeting, monitoring and evaluation.
  • At the end of the course, participants are expected to deliver a brief project development report that includes the above with an implementation and a budget plan.
  • The participants are advised to bring details of a selected project from their own countries.

VISA Issues

  • For citizens of countries that need to apply for Thai visa in another country, please note that the visa processing may take 1 - 2 weeks here in Bangkok. We suggest that you send your application at least 8 weeks in advance to ensure on-time release of visa.

ACCOMMODATION

  • ADCC will block-booked rooms for confirmed participants in the university hotel on-campus. The hotel rate is published in our hotel website and will be paid by the participant. In case there are no more rooms available, ADCC will help book rooms in selected hotels outside the university campus.
